    Около 50% объема химической индустрии (в России и в мире) приходится на полимеры. Уровень потребления этих материалов в значительной мере определяет развитие индустрии в целом. По уровню потребления полимеров на душу населения Россия отстает от развитых стран в 2-3 раза. Это отставание является искусственным, предопределяется непринятием на протяжении многих лет международных стандартов потребления, «принуждающих к развитию». Необходимо единовременно на уровне нескольких субъектов РФ масштабировать опыт некоторых областей и утвердить регламенты, обязывающие применять прогрессивные полимерные материалы при строительстве дорог и для транспортировки воды в секторе ЖКХ. Одновременно ставится вопрос о скорейшем запуске производств инженерных и специальных пластиков, которые сегодня в значительном, а иногда в полном объеме импортируются. Полигоном применения новых технологий и новых регламентов может стать Приволжский федеральный округ, являющийся центром производства и переработки полимерных материалов.Перед руководителями Субъектов Федерации стоит задача определить условия благоприятствования, при которых предприятия способны в короткие сроки наладить выпуск и заместить импорт по названной номенклатуре специальных пластиков. В случае непринятия предложенных […]

  2. Russian government prepared to subsidize plastic goods makers

    In line with its program meant to bring investment to the country’s chemical industry, the government of Russia is ready to pay subsidies to plastic product makers. What’s more, the cost of the effort is set to more than double by 2016. According to a decree issued by the Government, subsidies will be paid to chemical companies that have taken loans to fund investment projects. Under the state support scheme, companies with investment projects’ costs falling in the range of RUB 1.5 bn to 5 bn will be entitled to partial compensation of their interest payments. The requisite funds will be sourced from Russian lending institutions or from Vnesheconombank. The approved subsidy volume for 2014 is RUB 70.2 mn.   3. Russia to rid itself of base polymer import dependency by 2017

    Thanks to the development of its oil and gas chemical industry, Russia will be able to stop importing base polymers by 2017, said the country’s Energy Minister Alexander Novak during a meeting of the Presidential Commission on FES (Fuel and Energy Sector). “One aspect of importance that allows a country’s FES to make gains in its development and its economic efficiency is the development of its oil and gas chemical industry. This process will allow us to stop importing base polymers, polypropylene and polyethylene very soon, as soon as by 2017.”

    The Federal Antimonopoly Service (FAS) of Russia has prepared an analysis of the country’s sodium carbonate (soda ash) market. According to the analysis, Russia’s soda ash market is federal in its nature: no technical or economic factors are present to limit the consumer’s capability to buy soda ash within the country’s borders. Soda production business in the country, excluding the Crimean Federal District, is pursued by 5 entities, namely, OJSC Bashkir Soda Company; OSJC Berezniki Soda Plant (Perm Krai); OJSC Achinsk Alumina Refinery (Krasnoyarsk Krai); CJSC Pikalyovskaya Soda (Leningrad Oblast) and LLC IA Khimprom (Kemerovo). A market share of over 50% is held by OJSC Bashkirian Chemistry, a group that includes both the OJSC Bashkir Soda Company and OJSC Berezniki Soda Plant.     Polief, part of Sibur, has completed a project called to expand its capacity to produce polyethylene terephthalate (PET) and is now able to turn out 210 instead of 140 thousand tonnes of the product each year. The output expansion efforts included reconstruction of the existing PET facilities as well as the construction of a new production line. The aims of the project were to set up facilities able to process the company’s own output of terephthalic acid (TPA) and to substitute foreign sources of PET in certain segments of the Russian PET market. The project has been placed on Bashkortostan Republic’s list of priority projects. The Russian market has consumed 580 thousand tonnes of PET in 2013, producing 405 thousand tonnes. The gap was filled by imported product. Russia’s per capita use of PET is 4.1 kg, while in Western Europe it is 6.6 kg, in the USA, 9.5 kg. […]
